Observer FAQ & Registration

The Program in International Human Rights Law (PIHRL) of Indiana University McKinney School of Law was granted NGO Observer Status on February 28, 2014 by the Pentagon’s Guantanamo Bay Convening Authority. PIHRL representatives may travel to Guantanamo Bay, Cuba, or Fort Meade, Maryland to carry out PIHRL’s Military Commission observation role. IU McKinney Law faculty, staff, students, and graduates are eligible to serve as representatives of PIHRL. For those interested in serving as a Military Commission Observer, information on upcoming observation dates is now available online on the PIHRL website. Observation opportunities are posted as soon as they become available. Individuals interested in becoming an Military Commission Observer are encouraged to check the site often as new observation opportunities are constantly updated.

An online registration/application form must be completed by individuals seeking to serve as a Military Commission Observer at Guantanamo Bay, Cuba, or Fort Meade, Maryland.
